Trump’s New H-1b Proclamation – Restricting Some New H-1b Petitions

On September 19th, 2025, President Trump issued a severe restriction and attack on H-1b visa holders. New petitions filed for H-1b beneficiaries OUTSIDE OF THE U.S. require a $100,000 payment by the petitioner in order to allow the H-1b visa holder to enter the U.S. The proclamation leaves many questions unanswered. Here is my first take on discerning the scope of the proclamation and a look at preliminary guidance from USCIS and CBP.
